What legal documentation do you need to keep a boat on the inland waterways in the UK.?
The following applies to all inland waterways in England & Wales.
There are three things you will need.
1. A Licence from the appropriate river authority. (or River Toll, paid yearly)

If you intend cruising on a combination of British Waterways and Environment Agency navigations.
then you can obtain a Gold licence. The Gold Licence replaces the need for separate licences.

to provide evidence that your boat meets
safety standards

The Gold Licence
What is a Gold Licence?
The Gold Licence is for people who wish to spend time cruising on a combination of
British Waterways and Environment Agency navigations. EA navigations include the River
Thames, Anglian waterways and River Medway: currently each of these areas has its
own registration/licensing scheme.
The Gold Licence replaces the need for separate licences from the different
authorities and covers all BW and EA navigations (including Scotland).
It is a twelve month licence and registration for powered craft only. It doesn’t cover the
tender to a boat – you need to register or license this separately with the individual
authorities.
What requirements are there?
* A valid Boat Safety Scheme Certificate OR Declaration of Conformity with the
Recreational Craft Directive. The latter must include the boat specifications and
your declaration. If your boat is an open vessel powered solely by an outboard
engine and it has no appliances for cooking, heating, refrigeration or lighting, it
will probably be exempt from this requirement – ask us for an exemption
form and enclose it with your Gold Licence application.
* Proof that you have third party liability insurance cover in place for a minimum
of £1 million.
* Once you have obtained your Gold Licence, you must display the discs
prominently on both sides of your vessel.
Registration documents issued by relevant navigation authorities must be carried
aboard your vessel. (Please remove all old discs.)
How long does it take to issue a licence?
Please allow 15 working days from receipt of your completed application.
Access keys
(there is a charge for keys)
A single key fits all BW sanitary facilities, locks & swing bridges, and a handcuff
key is also required to open some of the locks on British Waterways navigations

chandlers and on-line at www.waterscape.com/shop
A separate waterway key is required for the River Nene, available from
the Environment Agency at the Peterborough office T 0845 6070330.
